EXECUTIVE DIRECTOR (Independent Contractor)

Position to begin January 1, 2021

 

Overview of Position

The work of the Federal Lands Impacted Schools Association (7002) has increased dramatically as the financial and political aspects have become more complex.  As  an advocacy group, we compete with many other organizations for the attention of federal legislators.  It is necessary to have regular effective contact with all legislators who are key decision makers on issues affecting the Impact Aid Program.  That contact requires extensive time for organization and communication.  The members of Federal Lands Impacted Schools Association (7002) often speak of wanting to increase contact with districts that are not currently active and encourage them to get more involved.  Responding to various circumstances such as reauthorization, consolidation, and Department of Education regulations requires the time to solicit input from membership and then use that communication to develop documents that reflect the membership’s input.  The Executive Director of the Federal Lands Impacted Schools Association (7002) will complete these tasks and others effectively and efficiently.  The Executive Director will provide the resources of time and personnel to meet these demands and will continue to move the Federal Lands Impacted Schools Association (7002) organization forward.

Candidate Profile

We are seeking an individual for the Executive Director position who has experience with the Federal Lands Impacted Schools Association (Section 7002) and NAFIS organizations.  This individual should have successful legislative knowledge and advocacy experience for Impact Aid.  In addition, this individual should have a strong working knowledge of all sections of the Impact Aid Program, excellent organizational and communication skills, the ability to consensus build within the Impact Aid community, a working knowledge and understanding of the legislative language of Section 7 of the E.S.S.A. and be an effective public speaker with the ability to convey the mission and vision as directed by the executive Board and membership of the Federal Lands Impacted Schools Association (Section 7002) organization. This part-time consultant position will require flexible work hours and travel and the flexibility within their daily work routine to complete the responsibilities of the Federal Lands Impacted Schools Association (Section 7002) Executive Director’s responsibilities.

Compensation

The Executive Director’s will be paid a contract amount of $10,000 for the time period of July 1 through June 30 annually.  This contract award will be re-evaluated each year in association with an annual evaluation.  In addition to the awarded compensation, all costs directly associated with the consultant position such as travel, cell phone charges, mailing costs etc., are reimbursed by the Federal Lands Impacted Schools Association (Section 7002).

JOB DESCRIPTION

The contract work of the Executive Director for the Federal Lands Impacted Schools Association (Section 7002) shall include, but not be limited to, the following responsibilities:

  1. Serve as Ex Officio member of all Federal Lands Impacted Schools Association (Section 7002) standing and ad hoc committees
  1. Plan and coordinate all aspects of the Summer and Winter Meetings, negotiate and execute the contracts with meeting facilities including food and beverage, and development of meeting agendas in collaboration with the Federal Lands Impacted Schools Association (Section 7002) President for all (4) annual FLISA (Section 7002) meetings and other meetings as determined by the Executive Committee and President of FLISA
  1. Attend all meetings of the Federal Lands Impacted Schools Association (Section 7002) including Fall/Spring NAFIS meetings, Winter/Summer FLISA meetings, Federal Relations Outreach meetings, and other meetings as assigned and determined by the Executive Committee and President of FLISA (i.e. other subgroup meetings, state meetings)
  1. Collaborate and assist the Federal Lands Impacted Schools Association (Section 7002) President in conducting the annual meetings
  1. Review and edit all Federal Lands Impacted Schools Association (Section 7002) minutes as presented by the FLISA secretary before distribution to membership
  1. Maintain an up-to-date list of active Federal Lands Impacted Schools Association (Section 7002) members including contact information
  1. Coordinate Federal Lands Impacted Schools Association (Section 7002) advocacy efforts in D.C. and communicate with Members of Congress as needed
  1. Maintain a close and positive working relationship with NAFIS and the U.S. Department of Education and be an active participant in the advancement of the Impact Aid Program
  1. Co-present the “Basics of Impact Aid” Federal Lands Impacted Schools Association (Section 7002) information at the NAFIS meetings with other subgroup representatives.at the Fall and Spring NAFIS conferences
  1. Coordinate the Advocacy Action Plan in conjunction with the Federal Lands Impacted Schools Association (Section 7002) President and Executive Committee
  1. Publish and distribute a quarterly Federal Lands Impacted Schools Association (Section 7002) newsletter
  2. Represent the Federal Lands Impacted Schools Association (Section 7002) Executive Board in all matters deemed appropriate by the Executive Board
  3. Assist the Treasure in the oversight of all Federal Lands Impacted Schools Association (Section 7002) funds and securities as well as the collection and distribution of Federal Lands Impacted Schools Association (Section 7002) revenues and expenditures
  1. Assist Treasurer with collection of annual Federal Lands Impacted Schools Association (Section 7002) dues
  1. Contact non-active, eligible Federal Lands Impacted Schools Association (Section 7002) members to recruit them for active membership
  1. Coordinate the regular review and updating of the Federal Lands Impacted Schools Association (Section 7002) Bylaws
  1. Oversee the Federal Lands Impacted Schools Association (Section 7002) website
  1. Collect and analyze Impact Aid and Federal Lands Impacted Schools Association (Section 7002) data as needed
  1. Assume all other duties and responsibilities assigned by the Executive Board of Federal Lands Impacted Schools Association (Section 7002)

    Ability to organize, execute and assess the annual meetings of FLISA and NAFIS

  • Comfortable with many stops and starts of the job as a result of working remotely with personnel all over the country and face to face only occasionally.
