Definition of Terms

CBO: Congressional Budget Office

Non-partisan organization that produces an independent analyses of budgetary and economic issues to support the Congressional budget process.

CR: Continuing Resolution

A resolution that continues the pre-existing appropriations at the same levels as the previous fiscal year for a set amount of time.

Discretionary and non-discretionary Spending

Government spending implemented through an appropriations bill that is an optional part of fiscal policy. Non-discretionary spending is spending that is required.

Entitlement Program

A government program that guarantees certain benefits to a particular group or segment of the population. (Medicaid, Medicare, Social Security,etc.).

ESEA (NCLB/ESSA)

Elementary Secondary Education Act (Reauthorized as: No Child Left Behind [2001] and then Every Student Succeeds Act [2015]) Act passed in 1965 to fund primary and secondary education emphasizing high standards and accountability. The language for Impact Aid is found in this Act.

FLISA

Federal Lands Impacted Schools Association – National organization dedicated to securing federal funding for eligible districts which reimburses tax revenue lost to school districts due to the federal governments removal of land from the local tax rolls. [Section 7002 of ESSA]

FRO: Federal Relations Outreach

A meeting (annually or bi-annually) when teams made up of a FLISA rep, MISA rep, NIISA rep, and MTLLS rep meet with key legislators on Key committees to discuss current issues related to Impact Aid.

Forward Funding

Appropriations that are made for obligation starting in the last quarter of the fiscal year for the financing of ongoing grant programs for the next fiscal year.

Heavily Impacted Districts

(The) Hill

The Capital Building, the House and Senate office building, as well as the Supreme Court are all located on a hill on the east side of the National Mall.

LOT: Learning opportunity threshold

LCR: Local contribution rate

Used to determine amount of payments under Section 7003 based on per pupil expenditures in a district compared to other districts in the state.

Mini omnibus

An omnibus bill with a smaller scope of the legislation

MISA: Military Impacted Schools Association

National organization of school superintendents dedicated to serving school districts with a high concentration of military children. [Section 7003 of ESSA

MTLLS: Mid to Low Lot Schools Association

National organization representing a sub-section of schools receiving 7003 funds.

NAFIS: National Association of Federally Impacted Schools

Non-profit, non-partisan corporation of school districts in US organized to educate Congress on the importance of Impact Aid.

NIISA : National Indian Impacted Schools Association

National organization representing public school systems which receive Impact Aid funds due to the presence of Indian land in the district. [Section 7003 of ESSA]

OMB: Office of Management and Budget

Assists the President in meeting his policy, budget, management and regulatory Objectives and fulfill the agency’s statutory responsibilities.

Omnibus

A bill or single legislative document that contains many laws or amendments or that sets the budget of many government departments.

PILT: Payment in lieu of taxes

A payment made to compensate a government body for some or all of the property tax revenue lost due to tax exempt ownership or use of real property.

Reauthorization

A second or subsequent authorization of an Act or Bill which may include changes to wording within the language of the Act.

Recession

A period of temporary economic decline during which trade and industrial activity are reduced that is generally identified by a fall in GDP in two successive quarters.

Sequestration

Mandatory automatic spending cuts to reduce annual budget deficits at the Federal level.
